The Right to Quality Education
Article XIV, Section 1 of the 1987 Constitution states: "The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all."
Access to quality education is a fundamental right that should not be limited by one's financial background or exam results. In Loreto, Agusan del Sur alone, 4,017 of the population aged 17-21 are not attending tertiary education based on the 2018 CBMS (draft). The state university exam creates a barrier for numerous bright and talented students, preventing them from pursuing higher education due to their inability to secure a spot. Moreover, the cost of private education often deters economically disadvantaged students from pursuing their academic dreams. To address these challenges and promote equal opportunities, the Municipal Local Government Unit (MLGU) of Loreto, Agusan del Sur (ADS), headed by the Municipal Mayor, Vice Mayor, and Sangguniang Bayan Members, initiated an innovative Education Partnership and Scholarship Program to bridge the gap and enable promising students, especially in the landlocked areas in Agusan del Sur, to access higher education.
The Need for Change
The existing education system frequently leads to capable and gifted young individuals being disadvantaged due to factors outside their control. Some students might encounter challenges while taking the state university test owing to factors like the inequitable availability of preparatory materials or heightened test-related stress. Others may be unable to afford private education, further deepening the inequality in education.
The Education Partnership and Scholarship Program
The Education Partnership and Scholarship Program aims to create a platform where deserving students who failed the state university exam and lack the financial means to attend private schools can still pursue their dreams. The program involves collaboration between MLGU Loreto and the Saint Joseph Institute of Technology (SJIT).
Major Components of the Program
Free Tuition for the 150 selected aspiring students of Loreto
The program would offer free tuition fees to 150 selected aspiring students who are residents of MLGU. This support would ensure that financial constraints do not hinder students' academic pursuits.
Collaboration with Private Schools
The program would collaborate with the Saint Joseph Institute of Technology to create an alternative pathway for students who narrowly miss the admission criteria of state universities. That could involve conditional admissions or additional preparatory courses to bridge any gaps in knowledge.
Other Partnerships
The MLGU welcomes potential sponsors who can have a significant impact by providing mentorship initiatives, chances for internships, and opportunities for networking events for the beneficiaries of the scholarship. This exposure to real-world experiences would enrich students' learning journeys and increase their employability.
