Improve Public Service Delivery with EODB
The Philippine government is committed to streamlining processes and enhancing public service delivery through the Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Law (Republic Act No. 11032). This law, enacted in 2018, aims to reduce red tape and corruption by promoting zero-contact transactions.
iBPLS: Simplifying Government Transactions Online
To achieve this goal, the Department of Information and Communications Technology (DICT) developed iBPLS (potentially renamed "eLGU Program"). This online system allows citizens and businesses to apply for various permits, including building permits, barangay clearances, and occupational permits, in a hassle-free and efficient manner.
Benefits of iBPLS for LGUs and Citizens
- Increased Revenue Collection: Data shows a significant rise in revenue collection for LGUs that adopted iBPLS. Burgos, Surigao del Norte, for example, saw a remarkable increase of 236.63% in the first quarter of 2023 compared to the same period in 2022.
- Improved Efficiency: Online transactions eliminate unnecessary paperwork and expedite the permitting process, saving time and resources for both LGUs and citizens.
- Convenience: iBPLS offers a user-friendly platform accessible anytime, anywhere, eliminating the need for physically visiting government offices.
Streamlined Process
A hassle-free transaction is what most (if not all) people need and want. The thriving businesses adapted to the rapid change, while those that filed for bankruptcy failed to follow the flow. We can't deny the fact that many lost their businesses due to the pandemic. They refuse to cope with the new demand for convenient and efficient delivery of products or services (for various reasons).
The Municipal Local Government Unit of Loreto also aims to provide efficient delivery of public services because part of its mission is to encourage participation in good governance, as stipulated in the Citizen's Charter of the MLGU.
Upon receiving the Memorandum, the leaders of the MLGU immediately disseminated the information so that the concerned office representatives could participate.
