The Purpose
"One of the initiatives of the LGU is the establishment of local economic enterprises. By exercising the corporate powers of the LGU stated in the Local Government Code of 1991, the Municipality can become self-reliant with its income-generation initiatives."
The quoted paragraph above explains the purpose of the economic enterprises of the Municipal Local Government of Loreto, Agusan del Sur.
The Process
It was a long process of drafting and deliberating the Local Economic Enterprise (LEE) Ordinance with the Sangguniang Bayan Members and Secretary, Mayor & Vice Mayor's Office/Department/Unit/Section heads/personnel/staff, and other individuals/entities concerned. In the middle of the process is benchmarking to see whether the proposed policies work.
The voice of the public matters a lot in a democratic government. That is why a public hearing is a step that must not be skipped in the legislative process.
The Public Hearing
In the photo above, a resident of the Municipality who is also a business owner raised a question regarding the process of obtaining a stall or space in the New Loreto Public Market. Her query was satisfactorily answered by the author of the Ordinance and the Sangguniang Bayan (SB) Secretary.
The SB members solved all the concerns raised by the participants.
The majority of the public who joined are optimistic about the (economic) future of Loreto, Agusan del Sur.
