A Glimpse of the Infrastructure Governance in Loreto, Agusan del Sur

Final Project Overview

This post addresses the final project for the course "Investing in Quality Infrastructure for a Green, Inclusive and Resilient Recovery," offered by the World Bank Group through EdX. The target audience for this discussion is the general public, and it focuses on the infrastructure governance framework being implemented in the Municipality of Loreto, Agusan del Sur. As a native of Loreto and an employee of the Municipal Local Government Unit (MLGU), I have a deep understanding of the development projects taking place in my hometown.

Municipality's Vision

The Municipality's vision is to become “an agro-industrialized and eco-tourism destination in a peaceful, healthy, and resilient community characterized by God-loving people enjoying a progressive economy and an ecologically-balanced environment, guided by responsive and proactive leaders.”

Planning and Development Framework

To align with this vision, every program, project, and activity (PPA) proposed by the MLGU must contribute towards achieving governmental objectives. Various departments are required to submit their proposed PPAs for upcoming years, which are then screened by the Municipal Planning and Development Coordinator’s Office (MPDCO) and presented to the Local Finance Committee (LFC). Prior to their approval and inclusion in the annual investment plan (AIP), these proposals undergo further scrutiny by local policymakers and discussion with affected stakeholders.

Local Development Investment Plan (LDIP)

In addition to the AIP, the Municipality has a two-year Local Development Investment Plan (LDIP). The infrastructure projects outlined in the LDIP for 2020-2022 have either been completed or are nearing completion. The transformation of the Municipal Hall and its surroundings—from a bare, muddy, dusty, and flood-prone area to an appealing destination for travelers and tourists—is illustrated in the accompanying photos.

Positive Changes in Loreto

The Municipality has undergone significant changes following a shift in leadership and administration. Previous concerns about safety, influenced by negative media portrayals, have diminished as visitors now express enthusiasm about exploring Loreto. Visitors to Loreto prior to 2020 have noted the impressive pace of development in the area. Personally, I share in the astonishment regarding these changes. Initially, I had not intended to return to or work in Loreto, believing that opportunities were limited. However, my perspective shifted when a capable and compassionate leader won the local election and, alongside her team, initiated transformative changes within two years.

Leadership and Community Engagement

Having the opportunity to observe the Municipal Mayor's leadership style has been a rewarding experience; she actively involves community members in the decision-making process, fostering a collaborative environment. The evolution of Loreto, Agusan del Sur is evident, demonstrating the positive impact of effective leadership and community engagement.
